The Prime Growth Classification Standard


“Prime Growth is a growth-based classification standard created to identify the small businesses currently most likely to experience substantial growth and create new jobs.”

Developed by Steve Waters in 2018, Prime Growth was created to help economic development agencies, nonprofits and small business suppliers more effectively deliver growth solutions to small businesses. The standard uses growth-based classification vs. traditional small business firmographics to identify current seed & expansion stage small businesses - the small firms currently most likely to create new jobs and to be receptive to new solutions.

The standard was used to create the Prime Growth Briefing, a bi-weekly, national update on planned small business openings & expansions, and was featured in Bloomberg, Harvard’s Data-Smart City Solutions, Government Technology, Route Fifty and Impact Alpha.

Waters received (and granted) requests for access to the Prime Growth Briefing from economists at the Federal Reserve Board of Governors and the White House Council of Economic Advisors. He also provided access to MBA candidates at Stanford and Kellogg to support their research into the federal Opportunity Zones economic development program.
